Health Care Services
The purpose of the Medical Department of Habilitation House is to provide medical, dental and optometric care for the residents in a just and humane manner, and to rehabilitate those persons with physical disabilities to the fullest extent possible.
The Contract Physician will hold sick call at least twice weekly. His duties will entail complete health care of the residents and to review all medical records of each resident. At other times, the Contract Physician shall be available and on-call for emergencies. The duties of the on-site Medical Director, who is a Registered Nurse, physician, or physician's assistant, are to direct all quality assurance programs, insure all current and future unit medical department personnel are oriented to the content and use of procedure manuals. The medical staff, consisting of qualified personnel, will operate the clinic twenty-four hours per day, seven days per week. The correctional medical technicians will be nationally registered emergency medical technicians.
A registered pharmacist will be on-site to fill prescriptions as written by the physicians and to manage the pharmacy. The on-site pharmacy will only contain non-prescription medication. All prescription medication will be delivered and administered as prescribed. Pharmaceutical service will be available to the physicians as required.
All residents transferred to this facility will receive a complete history physical work-up, including complete blood count, urinalysis, serological test for syphilis, blood sugar and blood urea nitrogen. Sickle cell anemia tests will be performed, including hemoglobin electrophoresis. Skin tests for tuberculosis are to be administered to each transfer and, if positive, a chest X-ray is performed. Onsite diagnostic and emergency X-ray and laboratory services are available to all residents and to staff as indicated.
Referrals to off-site care and consultant specialists are made by the physician through the supervisor of medical services--these are varied in nature and encompass a broad medical spectrum.
Employment and annual physical examinations for the staff are performed upon employment and according to birth date, annually thereafter. This includes chest X-ray and laboratory screening. All X-rays will be interpreted and properly reported by a radiologist.
Residents may avail themselves of the medical services by direct approach, as in the case of emergencies, through the unit supervisor or through administrative personnel.
The Medical Department at Habilitation House commences operation in Wakita, Grant County, Oklahoma, upon opening of the facility. On-site offender healthcare will be provided in accordancewith applicable standards of the American Correctional Association, City Council of Wakita, Grant County Commissioner's Court, and Corrections Concepts, Inc. policies and procedures, and Departments of Corrections /USBOP directives. The extensive managerial resources, clinical expertiseand a"state-of-the-art" facility in the immediate region will be utilized whenever necessary in order to assure timely, effective, efficient mission accomplishment.
Within nine (9) months of assuming this responsibility, an Application for Accreditation will be initiated by The CCI Medical Department requesting A.C.A. and/or NCCHC to perform an official audit of correctional healthcare procedures provided to Habilitation House subject to A.C.A., NCCHC scheduling. CCI guarantees successful on-site audit and accreditation.
It is the intent of CCI to pursue an aggressive preventive medicine program at Habilitation House, commencing on the day of an resident arrival, which will provide timely and authorized treatment of offender maladies before their condition reaches a level requiring Off-Site Hospitalization.
Should a resident develop a lingering illness or a debilitating injury that could require an extended hospital stay and/or preclude him from participating in the programs, services, and employment at Habilitation House according to his Voluntary Agreement to Participate, an Administrative Transfer will be implemented to his custodial jurisdiction.
Having carefully reviewed Departments of Corrections/USBOP guidelines and after further consultation with experts in the various medical disciplines, CCI will provide On-Site medical and dental health services for seven day coverage. Sufficient assessment resources will be available after normal working hours to address emergencies which may arise.
CCI intends to manage on-site care so as to reduce the necessity of transferring residents for off-site treatment to a minimum. A structured diet/fitness regimen and disciplined preventive health measures will drastically limit needs for hospital stays. There will, however, be some off-site care required, regardless of how well on-site care is administered. The physician prescribing/referral practices will be a major factor, as will be the type of resident assigned to the facility.
For the residents who require off-site specialty consults CCI intends to utilize contracted resources and CCI transportation assets and security. For necessary hospital admissions CCI will have an In-Patient Transfer Agreement with one of the excellent local Acute Care Centers. Both can be accessed immediately and have extensive experience in correctional health care.
Dental services will be available to residents twice weekly by a Contract Dentist who will perform routine restorative dental care and will supervise the dental prosthesis laboratory. A Dental Assistant will be available daily. On site Dental Treatment will meet all requirements of utilizing jurisdictions. In addition to the above dental services, the School of Dental Hygiene of Baylor University in Dallas, Texas may be utilized for cleaning and hygienic instruction for residents.
Once per week, residents may receive eye examinations by an optometrist who also will fit glasses and other visual aids as indicated. Mental Health Care requirements will be provided by the Director of Counseling.
Primary health care services will include at the least, the following on-site services:
1. Primary care services, including sick call on a daily basis to all residents and staff;
2. Medical and surgical specialty clinics;
3. Emergency care;
4. Infirmary services;
5. Pharmacy services;
6. Special medical and dental diets;
7. Dental services;
8. Vision services;
9. Laboratory services;
10. Radiology services;
11. Physical medicine, physical therapy services, speech therapy, and occupational therapy;
12. Quality assurance/quality improvement/utilization review;
13. Mortality and peer review;
14. Infection control;
15. Staff development and training;
16. Treatment, management, and control of TB, HIV positive and other infectious diseases;
17. Mental health services; and
18. Medical and dental prostheses.
We will comply with the policies and procedures of the utilizing jurisdictions concerning provision of health care to residents, as well as all applicable federal, state, and local laws and regulations on this subject.
All on-site and off-site medical and dental services are included in the all inclusive per diem.
