Facility Safety and Security
The responsibility of the Security Department is to insure a safe and secure environment for the employees and residents of Habilitation House in order for the correctional process to go into action and the facility to operate effectively.
The Security Officer is the first line of contact for the resident of Habilitation House. Security personnel will provide the daily supervision of residents, making development of the resident's programs possible. The Security Officer will perform light counseling duties, identifying the need for referral to a Correctional Counselor.
The Department will provide relief for non-security assignments as needed. Included in the Security Department is the Safety and Sanitation Officer, Activities Officers, Control Center Officers, Interior Offices, Exterior Officers, Shift Supervisors and Unit Supervisors, of course the Administrator and Associate Administrators have security duties in addition to administrative duties. In addition, there is video surveillance of all living quarter corridors, exits and entrances and the entire perimeter. This is monitored 24 hours per day by the control center office. Also, the Security Department will provide supervision for dining and recreation. Switchboard services are to be provided by the Security Department.
The Security Department assumes the responsibility of resident records, criminal history, sentencing information, etc. The Security Department will provide procedures to maintain all resident information in strict confidence and will not release such information, be that information pertinent to a presently or previously assigned resident without first receiving clearance from the DOCs/BOP. Utilizer staff, showing proper identification, are guaranteed resident and record accessibility at any time. Access to record information collected on residents from the utilizer will be made available by the Security Department to designated personnel of the utilizer. RRCT will provide a computer terminal, dedicated line, and telenet/internet communications link to provide RRCT access to computer based DOC/BOP resident records.
The facility design provides certain security guarantees in itself including a 3 story outside perimeter and security vestibules.
Correctional experts have agreed that this courtyard design offers much more perimeter security than necessary for the minimum/medium security classification.
