Employee Training

Habilitation House will provide additional training for each trainee during the first six months of employment. Each trainee must complete this training according to standards established by the institution to insure certification.

The following Pre-Service Training Program will be utilized at Habilitation House as additional training for each trainee before any work assignment.

PRE-SERVICE TRAINING PROGRAM

A. CCI will provide the facilities and equipment for training. Instructions will be provided by the Staff Training Officer and other qualified staff. Available outside resources will be used for assistance whenever deemed necessary or beneficial to the program. Opportunities will also be provided to staff for continued education and participation in other formal training, and educational programs will be promoted and supported.

B. All personnel will be required to attend a 120-hour residential pre-service training class.
(The classes may be broken down to six hours per day for four weeks.) The curriculum may
include, but is not limited to:

1. Profile of a minimum/medium inmate
2. The Community Work Ethic Concept
3. All court laws that mandate new training, when laws are applicable
4. Public laws, when applicable
5. Guidelines and instruction on physical restraint of residents for all situations
6. How to search a resident physically and psychologically
7. Stress management
8. Rational action vs. irrational action
9. "Born to Win," Zig Ziglar's program directed to an overall positive upward mobility of the resident/individual
10. Quality programs for choice and decision-making for the resident
11. Resident interaction with family
12. Safety and sanitation
13. Resident rules and discipline
14. Supervision of residents
15. Resident guidebook
16. Interpersonal relations
17. Individual/group behavior
18. Manipulation
19. Resident language and slangs
20. Rights and responsibilities of employees
21. Release of information
22. Employee benefits
23. Working conditions

C. All part-time staff will receive orientation appropriate to their assignments and additional training as needed. The orientation shall be based upon prior experience, frequency of resident contact and program responsibility. Training shall be coordinated by the Training Officer with the personnel office, department heads, and the employee's supervisor. Orientation shall include, but not be limited to, instructions in the following areas that are deemed appropriate.

1. Organizational structure, operations and programs of the Habilitation House
2. Rules and regulations
3. Policies and procedures
4. Security awareness
5. Resident rules and discipline
6. Confidentiality of information
7. Rights and responsibilities of employees
8. Preparatory instruction related to job or program

The amount of orientation received by part-time staff shall be at least equal to the average
number of hours worked per week. Part-time staff shall include the following:

1. Habilitation House
2. Community Contract College Staff
3. School District Staff
4. Vocational Industries Staff
5. Professional Specialists
6. Contractual Personnel
7. Consultants
8. Researchers
9. Internships
10. Service Agencies
11. Criminal Justice Agencies
12. Volunteers
13. Any and all other persons whose work site is located at the Facility.

Note: Outside workers shall receive orientation that would be appropriate and
necessary as a condition of their work site being at the Facility.

D. The Facility program training shall be documented and each staff will be required to sign a form to verify that such orientation was received. They will also be required to sign a Waiver and

E. During each working year of the proposed facility, all employees will undergo several continuous in-service training programs. This training will bring the employee up to date on all new laws mandated by the courts and the public laws when applicable. The training will also be a refresher course on the previous pre-service training curriculum. At any given approved time, staff and management may attend quality correctional workshops/conferences both city and statewide to bring the existing training programs into alignment with all applicable laws and policies for a more effective and efficient unit and organization.

F. All new staff will receive on-the-job training that is related to their job title classification. Each trainee will demonstrate their ability to accomplish required tasks.

G. The Staff Training Officer will insure that all new staff are registered to attend and participate in CCI’s Academy Training Program so as to be able to conclude this required phase of pre-service training prior to beginning employment.

H. The training, information and experience received will provide each trainee with the knowledge, skills and techniques necessary to satisfactorily perform his/her duties and responsibilities as required and/or assigned.

I. The Associate Administrator/Operations will insure that a form is prepared to verify that each trainee has successfully completed all requirements of the Pre-Service probationary period and recommend certicication by CCI.

J. In the event the institution must terminate a Trainee, the following action shall be taken:

1. The Associate Administrator/Operations makes the recommendation to terminate the trainee. Supportive information is supplied in writing with the recommendation of the Administrator.
2. The Administrator instructs the Personnel Director to prepare personnel documents.
3. The Administrator forwards the personnel documents to CCI/Chief Executive Officer for approval and signature).
4. When the Administrator is advised of approval, the Trainee is served with the appropriate document.

HIRING PROCEDURE AND TIME FRAME

A. Applicant's initial interview (one hour).
At this time, applicant will have submitted a complete application with all documents required by proposed institution. Applicant will have his/her fingerprints, NCIC and TCIC check.  During five days after initial interview reference forms will be mailed to previous employers for work history and recommendations. (Allow 2-3 weeks' response time.)  After reviewing references, NCIC, TCIC and fingerprint reports, applications will be submitted to the appropriate supervisor for second interview and approval for hire.
Total time for all above procedures, four weeks maximum.

B. Letter of Acceptance
Acceptance letters will be mailed out to the new employees within two weeks after selection. This letter will advise them on their selection and when the next pre-service training class begins. (First day of pre-service training will also be employee's orientation by the personnel department.)
