The following represents a portion of the legally binding agreement entered into by each Resident and Habilitation House. The following demonstrates the Constitutionality and voluntary nature of the agreement.

RESIDENT PROGRAM PARTICIPATION AGREEMENT

THIS RESIDENT PARTICIPATION AGREEMENT (as amended or supplemented as herein provided, the “Participation Agreement”) is made by and between an Oklahoma political sub-division and its duly authorized administrator of its faithbased, secure residential work program facility (jointly, the “Administrator”) and _____________________, a resident of such facility (the “Resident”), resided therein under the direction and authority of the utilizing jurisdiction.

SECTION 1.02. Participation in Programs, Counseling, Etc. The Resident agrees to participate in employment, education, and habilitation programs available at the Facility, to the extent that participation is recommended by the Administrator and the professional staff of the Facility, including the industries’ training program, substance abuse program(s), sexual abuse program(s), and medical, psychological and vocational aptitude testing and counseling program(s), as recommended by the Administrator and the professional staff of the Facility.

SECTION 1.03. Participation in Religious Services. The Resident understands that the facility is city-owned but is operated under contract by Corrections Concepts, Inc., a non-profit Christian organization and will be encouraged to participate in religious services. The Resident further understands and is assured that (1) he will not be required to attend or participate in religious services, Bible studies, etc. as a condition of residency and (2) his individual worship practices will be accommodated without interference, hostility, or discrimination.
