Philosophy

The Bible is still the best text book on criminal justice and Judeo Christian principles are the  most effective guardians of our domestic welfare.

The protection of society through the humane and secure incarceration of adult offenders and preparation of them for their reintegration with society is the legislative, judicial, moral and spiritual foundation upon which Habilitation House is built. The goals and philosophies relating to the provision of programs and services for this facility are equally as important as our security goals.

Instilling responsibility and mature decision-making in residents through increments of reasonable freedom expectations and appropriate consequences by a sensitive and committed staff will form the philosophic backbone of Habilitation House. This staff is expected to be moral and spiritual role models motivating emulation rather than resentment. Accordingly, forceful and imaginative administration, hopefully, will result in the creation of climate at the nstitution in which the resident will be able to develop his potentials with dignity.

The greatest variety of programs and services that are economically and managerially feasible will be offered to our residents. The best results in this programming and services effort for all concerned, especially the resident, will be achieved if these programs and services are offered as often as possible by those both in and out of the community already possessing the specialized knowledge, experience and resources. In this way, we believe that through our joint cooperative efforts we will be more effective and efficient.

In keeping with that philosophy, residents, with our support and direction, will bear the responsibility for making the best use of the programs and services by planning and developing their individual potentials for both successful living at Habilitation House and for the community to which they will eventually be returned.

With an emphasis upon a return to successful, meaningful, offense-free community living, two associated aspects of Habilitation House’s philosophy emerges. The first is that just as responsibility must be borne by the resident for deciding his behavior, so must the responsibility for the consequences of the behavior be borne by each resident. The second is that CCI's efforts must reasonably reflect community living.

The philosophies of the Program will result in clear-cut goals, which are:

  • To fulfill the mandates of the legislators/congress, courts, and Departments of Corrections/USBOP by providing a physically safe, secure and humane environment for the residents transferred to us.
  • To adequately provide more than minimum necessities of food, sanitation, clothing, housing and medical services to the residents of the Institution.
  • To provide physiological and recreational services needed to free residents to achieve their potential and to enrich their lives, both at Habilitation House and for the community to which they will return.
  • To provide the greatest variety of employment and educational programs possible in order to allow residents and staff to choose that combination of programs and services which is believed will result in the maximum achievement of individual potential.
  • To provide thorough counseling services and program teams a system designed to support and direct our residents in planning and developing their lives, both at Habilitation House and for the community to which they will return.
  • To provide for the spiritual and moral needs of the residents of Habilitation House that is centered on Bible based scripturally sound Judeo Christian principles.
  • Lastly, to evaluate ourselves so that we may continually improve the implementation of our mission.

The above stated goals and philosophy are related to the objectives of the annual non-profit budgeting process which is completed for each fiscal year. The objectives are formulated in the budget packages by the department heads of their respective areas.  These combined objectives give support and direction towards the philosophy and goals of the institution.

The operations and programs of Habilitation House will be effected by positive involvement with other agencies both within and outside the Departments of Corrections/USBOP e.g. CCI will utilize the Departments of Corrections policies on classification. We will make the facility proud of its cooperative and working relationship with local, state and federal law enforcement agencies, criminal justice system and state's attorneys/USBOP and US Department of Justice, as well as the community colleges and area universities. In addition, the existence of advisory councils for educational programs and guidelines will add toward the progress of the institution.
