The Leadership

The following individuals are presently engaged in various capacities in the private and public sectors but will make themselves available when funds are in place and Habilitation House becomes a viable entity:

 

 

Project Manager/Policy and Procedure

J. Terry Bartlett - former Chief of Staff U.S. Military Prison, Ft. Leavenworth, Kansas, former Director Adult Corrections for State of Utah, former Senior Warden 1000 bed private prison, Post, Texas. Mr. Bartlett has built and opened nine (9) prisons in his career. BA Criminal Justice.

Facility Administrator (Warden)

Kenneth G. Karl, Jr. has 30 years in Corrections 29 of those years in the Texas Department of Criminal Justice,  Mr. Karl maintains an Associate Degree in Criminal Justice from Blinn College, Brenham, Texas.  Overall direct responsibility for all aspects of facilities assigned to and managing over 2200+ offenders.  Supervised up to 570+ staff members.

Facility Associate Administrator for Operations

David J. Elliott, FACHE, received his B.S. in Business Administration (accounting) from Florida Southern College and his Master of Health Administration from Washington University School of Medicine.

Mr. Elliott's twenty-one (21) year career in institutional management includes CEO of military facilities, regional hospitals, a ten-hospital general acute care health care system, psychiatric hospitals, and identifying and placing a variety of professional practitioners.

Associate Facility Administrator of Programs

Michael R. Morrow, BS and MEd from East Texas State University.

Mr. Morrow’s thirty-five (35) year history of program administration includes positions of high school principal, superintendent of schools, Executive Director of the Association of Texas Professional Educators, Deputy Superintendent and then Superintendent of the Windham School District which is the education arm of the Texas Department of Criminal Justice (TDCJ). In that capacity, he led a staff of 1500 in providing academic, life skills, counseling, and vocational training programs to offenders in eighty-eight (88) TDCJ facilities. This involved over 20,000 offenders at any given time. After retirement he became Dean of Students at the Woodlands Christian Academy.


Food Service Supervisor:
Steven Burkhart- A Sou Chef with almost thirty years in food production and management. Was Food Production Manager for Harris Methodist Hospitals in Fort Worth.

Director of Counseling Services

Nicholas A. Enos, MS, ThD. Former Director of Counseling Services at Potters House and former Adjunct Professor at Regent University. A Licensed Professional Counselor, a Licensed Marriage and Family Therapist, Approved Clinical Supervisor and National Board Certified Counselor. Presently Regional Director Therapon Institute.

Cary DeHart - CMS Willowbrook brings it's 36 years of experience in the construction of detention, institutional, educational, industrial and church facilities with the philosophy of Building God's Way (BGW) insuring the highest integrity whether it be public or private; secular or sacred.

Contracted Supervising Architect

James O. Wiginton, AIA
Wiginton, Hooker, and Jeffry, P.C.

Jim Wiginton has been planning and designing detention facilities for more than 30 years. His designs are noted for their high level of efficiency, cost-effectiveness, and creative solutions to functional requirements and design issues.
