The Facility
Habilitation House Phase I is designed to house 624 minimum/medium custody adult male residents (ACA 3-4126) on 50 acres of a 200 acre site. An additional three (3) facilities (i.e. adult female, youth and geriatric) for 1,680 more residents are planned on the remaining 150 acres.
Each facility will feature a courtyard security design. There will be three types of structures in Phase I; resident living quarters, administration/activities building and industrial/vocation building. The building will enclose approximately 3.5 acres of outdoor recreational space (ACA 3-4147).
Habilitation House will be a 100% smoke free, tobacco free environment.

Habilitation House is currently in the early stages of development. When complete, this medium security will provide 624-beds to offenders who will soon be reentering society. Corrections Concepts, Inc, (CCI) a 501(c)(3) corporation through partnership with a city or county will offer a medium security, community-oriented habilitation facility with a faith-based approach to the work ethic.
CCI, through contracts with established and responsible industries in the area of manufacturing, assembly, data processing, telephone equipment repair and reservations operator assistance service, printing, computer reservations, and packaging will provide jobs and job training for up to 500 residents per facility. These jobs will meet all conditions of Prison Industry Enhancement, (PIE), Title 18 1761(c) USC Sec. 819 and also (1) teach the resident a marketable skill, (2) assure that skill will be marketable in the community upon release and, (3) pay the prevailing wage for that skill in the community or the current federal minimum wage as entry level. CCI will provide all academic preparation and technical training required by these industries. The resident will be able to contribute to his room and board, support his family, make restitution to victims, establish a savings account, and have a spending account.
CCI mandates that the inmate selected as eligible to be assigned to this minimum/medium custody Habilitation House would be a sentenced offender at least one year, but no more than 30 months from parole eligibility or mandatory release. PIE certification requires the inmate agree to participation in the work program.
CCI will provide suitable quarters with guaranteed accreditation as an Adult Correctional Institution by the American Correctional Association (ACA) and guidelines of the Texas Commission on Jail Standards (TCJS). Through a management contract with Corrections Concepts, Inc. (CCI), these quarters would also include all education, recreation, counseling, food service, clothing, maintenance, laundry, transportation, record-keeping, medical/dental, and all necessary security requirements. CCI will also include a tracking and follow-up project, utilization of a Parents and Children Together Program and pre-release preparation and extensive post-release services. A well organized community support system will facilitate a hospitality house, childcare, and resident/family/church relationships.
As designed, the facility and its programs comply with all existing regulations in addition to the pre-review from ACA and TCJS. It has received accolades from leading law endorsement, penal experts, business and religious leaders as well as advocates for both victims and inmates. Furthermore, it has been approved by leading criminal justice scholars and is endorsed by local, state and governmental officials.
* Description of the PIE Program
The Prison Industry Enhancement Program was created by Congress in 1979 to encourage state and local government to establish employment opportunities for prisoners that approximate private sector work opportunities. The program is designed to provide offenders a realistic working environment, pay them the local prevailing wage for similar work, and enable them to acquire marketable skills to increase their potential for successful rehabilitation and meaningful employment upon release. To date, more than 39 states are participating in the PIE program. The PIE program allows private sector industry to establish joint ventures with state and local correctional agencies to produce goods using prison labor. Private sector industries who utilize offender labor pay wages and Workman’s Compensation.
